Concerns about quality and safety in agri-food supply chains have been increased among consumers due to sector-wide crises. Governments have reacted by developing quality regulations and retailers have introduced quality management standards. However, concerns have been raised about the burdens being placed on firms, because firms must comply with many private and public quality regulations. Therefore, the Dutch Ministry of Agriculture Nature and Food Quality strives for more self regulation. In order to comply with the quality requirements, closely coupled agri-food supply chains with strongly integrated quality management systems have emerged. Integrated quality management systems positively effect self regulation and lead to higher firm performance in terms of buyer satisfaction and revenue growth. However, managers should find committed partners that share the firm’s quality objectives. Too strict enforcement of quality requirements does not lead to higher performance in most cases, because it is destructive and initiates conflicts. Policy makers should realise that self regulation increases the effectiveness of the remaining governmental inspections, because bad performing firms are inspected more frequently. Furthermore, policy makers should focus on more innovative approaches to assure quality. Not legislation, but factors such as media attention and corporate social responsibility enlarge integration of quality management systems.
