In Bolivia, Charlotte Benneker did extensive research to external influences on the functioning of more than 70 community forest enterprises that exploit timber from communal forest areas according to the forest law. In general, research to the functioning of this type of enterprises often indicates that the inhabitants have too little knowledge and capacity to manage their forest areas properly. This research shows, however, that the agencies the community forest enterprises have to deal with to manage their forests impose many barriers that require major monetary investments to be overcome. Legal and sustainable forest management appears too expensive to apply and rather incentivizes certain communities to sell the timber from their forest on the ‘grey’ timber market. More legislation does not appear to lead to better forest management unless people are given the means to comply with regulations. Our attention should therefore rather be focused on improving the implementation of policies than changing and improving the policies themselves.
