Since the MacSharry reforms in 1992, the CAP has undergone several transformations. In particular it has attempted to integrate new concerns – concerns that increasingly recognise the multiple functions of agriculture – in its overall objectives. That has given rise to a new generation of policy instruments that provide voluntary contractual agreements with farmers. By studying cases in France and the Netherlands, and their respective policy instruments introduced in the late 90s, this thesis shows how this redefinition has varied between the two countries. The Netherlands presented a clear ‘green liberal’ trajectory dominated by conservationist, rather than productive concerns. France was more influenced by professional organisations, especially at the beginning of the policy-making process. The French transformations favoured agricultural concerns and the maintenance of the long established status quo between these organisations and the state. The later adjustment of the policy, however, showed signs of a slight movement towards the Dutch model.
