Institutional obstacles and insufficient capacity are hampering sustainable development and international efforts to combat poverty. In order to address this problem, the Netherlands has developed a support programme for its embassies in developing countries. The Support Program for Institutional and Capacity Development (SPICAD) will enhance the ability of embassies to contribute to capacity development by and with their partners, thereby helping to remove institutional obstacles. The programme focuses on awareness, knowledge and skills. The aim is to increase the effectiveness of development activities carried out by the Netherlands.The Netherlands Ministry of Foreign Affairs (Development Co-operation section) has delegated the implementation of the programme to the Royal Tropical Institute (KIT) and Wageningen International (part of Wageningen University and Research Centre). The third partner is the NEDWORC Foundation.
