Climate-smart agriculture (CSA) aims to transform agricultural systems to effectively address climate change, food security, and sustainable development. This requires coordination between actors, policy domains, and levels. This paper draws on in-depth empirical research, including interviews, observation, document analysis, and a survey. It studies the role of policy entrepreneurs in the establishment of the Global Alliance for Climate-Smart Agriculture (GACSA) to argue that the strategizing process consists of several rounds, characterized by interlinked conditions, strategies, ‘meta-strategies’, and implications. Meta-strategies are specific to the boundary-crossing nature of the strategizing process and include finding common ground, legitimizing, and managing power balances. Findings suggest that policy entrepreneurs play an important role in spanning various policy boundaries, and hence are vital in processes of policy coordination.
