Sayel Cortes is a PhD candidate at the Environmental Policy Group working on the role of city networks on climate governance. This is part of a broader research on "Joined-up Governance for Low-Carbon Cities."

Sayel holds a Master on Global Affairs & Policy in International Development from Yonsei University in South Korea where he focused on green growth. He also studied a Master in Economy in the Universidad de Guadalajara in Mexico, where he spend one semester at the University of Texas in Austin, and looked into the impact of environment investments in a dynamic model of population and natural resources. He holds a bachelor on Environmental Engineer from the Instituto Tecnologico y de Estudios Superiores de Occidente (ITESO) in Mexico.

Before coming to Wageningen, Sayel worked at CityNet, a city network that promotes urban sustainable development in cities in Asia, working building capacities and knowledge sharing programs for city government officials. He also worked with the World Resource Institute both in their Mexico office and as an independent consultant on cost/benefit and scenario analysis for mobility and urban development projects aimed to reduce urban carbon emissions. He also has over 3 years of working experience on managing projects in the private sector at CartoData, a geomatics company.
