NVWA Animal Feed National Plan

The Animal Feed National Plan for monitoring undesirable substances, or contaminants, and additives in animal feed is drawn up every year.


Goal

The Dutch Food and Consumer Product Safety Authority (NVWA) prepares the plan, which details the nature and frequency of inspections. The plan focuses as much as possible on risk-based monitoring. The NVWA uses this as a basis for taking samples of animal feed and constituent raw materials. The samples are subsequently analysed by researchers of the RIKILT Institute for Food Safety, which is part of Wageningen UR. RIKILT forwards the analysis results to the NVWA. The researchers also collect, order and prepare the monitoring results for entry in the database of the KAP (Agricultural Products Quality Programme). Information from the database supplied to third parties, such as the European Food Safety Authority (EFSA) is subjected to an additional check.

Method

Animal Feed National Plan 2014: In the autumn of 2013, the NVWA prepared the Animal Feed National Plan 2014, including details of the numbers of samples per matrix and analysis. RIKILT will use the plan to set up a PIF (Project Identification Form) to specify the reporting period and agreements concerning, for example, the supply of samples in batches or individually. The programme for the primary sector monitoring will be drawn up in conjunction with the Animal Feed National Plan 2014 and the working agreements will be set out via the PIF.

Project results

The project will generate analysis results that will be reported electronically to the NVWA. At the request of the NVWA, an analysis report can also be made. Any limits related to food safety that are exceeded are reported immediately (by e-mail). Reporting periods are agreed per analysis/analysis group and registered in the PIF for this project.

Every month, an overview of exceeded limits that are detected and interesting findings are reported to the NVWA.
