While social safeguards represent a key step for promoting social integrity in REDD+, operationalization and monitoring are major challenges. Through CIFOR’s Global Comparative Study on REDD+, we measured a broad set of social indicators at 22 sub-national REDD+ sites in Brazil, Peru, Cameroon, Tanzania, Indonesia and Vietnam. We carried out surveys in 150 villages and nearly 4,000 households (including control groups) in 2010-2012 (pre-intervention) and 2013-2014 (post-intervention) to evaluate the impacts of REDD+ interventions on local people. We found a dominance of positive incentives applied at REDD+ sites, such as livelihood enhancements, in relation to other intervention types (e.g. punitive regulatory measures). While regulations were effective in curbing forest clearing at some sites, there was a clear negative effect on perceived well-being across the sample. Also, while local knowledge of REDD+ initiatives increased over time, participation was still lacking, especially among women. There is a need to involve local people in the design of interventions, and use local-level data to monitor REDD+ safeguards, but questions remain on how to do so most effectively.
