A Community-based interactive monitoring system for effective REDD+ implementation in Peru

Effective REDD+ implementation relies on the provision of accurate and timely data to support policy making and empower communities and citizens to be aware and respond to forest change concerns. Recent advances in satellite- and ground-based monitoring technologies have the potential to greatly enhance forest monitoring capacities by make rather complex technical solutions more accessible and useful to a large audience in science and society. However, the integration of the growing number of data streams into effective monitoring and reporting frameworks requires investments in capacity building at all levels of the monitoring process, including that of national and regional institutions and local communities. We propose to develop and implement a training and capacity building program which seeks to integrate emerging handheld technologies, remote sensing, Geographical Information System (GIS) in support of REDD+ implementation in Peru. The main objectives of this research are: 1) to assess the role and pathways for capacity development and multi-level engagement of local communities in monitoring forest changes to support REDD+ objectives for Peru; 2)to develop capacities and implement a prototype monitoring system for forest changes with handheld devices and related technologies to empower the empowerment of local communities to measure forest activities and their impacts; 3) to integrate community based monitored data with other existing data such as remote sensing time series and expert field measurements for effective and interactive REDD+ participation and implementations on the local and the regional/provincial level. This study will be implemented in three communities namely: Purto Ocuupa, Loma Linda and San Pedro de Pichanaz of Peru to support their REDD+ activities.
