Summary

In May 2024, the Senate adopted the bill that provides for the replacement of the amendment to Article 2.1of the Animals Act by amendment Vestering (35398, 23). The additional amendment requires that within a year there will be a an Statutory Order of Governmental Decree (AMvB) for the dairy, poultry, pigs and veal calves sectors, describing what animal-worthy livestock farming should look like in 2040. The expected costs of the measures envisaged in this context have been quantified, both at farm level and for the four individual livestock sectors as a whole. The total investment amount involved is in the order of 5.9 to 8.4bn. euros. The additional annual costs (including loss of net revenue, excluding subsidies) range from 1,3 to 2,1bn. euros, corresponding to 52 to 88 euros higher annual household expenditure. Methodologically, the choice was made to use the same calculation method as is standard in the analysis of the economic impact of other animal welfare standards.
