The Ministry, other governments and business organizations have expressed a strong wish for more goal oriented policies instead of directly prescribed measures. However taken into account the complexity of (European) legislation, there is no common goal or view on how to achieve more goal oriented policies within the public sector.
The objective of this task is to develop a vision on how to transform policies into more goal oriented policies. It should provide guidance for the Ministry on how to proceed and should provide a clear perspective for farmers on future governmental policies.
A clear definition of roles and responsibilities between the government and the private sector will ensure better accountability. The project should also investigate digital infrastructures.
