Big Data for Climate change adaptation

Analysing potential uses of Big Data for climate change adaptation and risk reduction based on the EU Placard project PLACARD will establish a comprehensive coordination and knowledge exchange platform for Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR) for multi-stakeholder dialogue and consultation to address gaps and fragmentation challenges in current CCA and DRR research, policymaking and practice, and support the development and implementation of an evidence base for research and innovation policies.

Specifically, PLACARD will meet the following objectives: Establish a network of networks of different CCA and DRR stakeholder groups and initiatives at the international, European, national and sub-nationalscales;

  • Create a common space to facilitate dialogue and consultation among stakeholders and initiatives;
  • Design effective science, policy and practice dialogues;
  • Take stock of the CCA and DRR decision making context;
  • Facilitate and guide knowledge exchange and mobilisation between CCA and DRR;
  • Strengthen CCA and DRR institutions and give direction to policy-practice agendas;
  • Streamline the dissemination and implementation of ongoing and evolving research and innovation activities on CCA and DRR across scales.

Specifically related to the theme Big Data, the project will provide insight in the complexity of existing and evolving CCA/DRR network by (1) perform a social networking analysis (SNA) and (2) use Big Data collection, analytics and visualisation to connect the SNA results to the broader ecosystem of CCA and DRR data, knowledge and networks. It will use Big Data concepts and technologies to deal with different data, web, social media sources and their dynamic character (Variety, Velocity) and use innovative visualisation techniques to provide insight in the complex network of actors, organisations and data & knowledge sources.
