The Netherlands are planning a large scale development of offshore windparks in the North Sea. At the same time, the country has obligations towards achieving Natura 2000 objectives and the Marine Strategy Framework Objective.
Offshore windfarms have an impact on the ecosystem and on other users of the sea; there are positive and negative effects. There is a potential to combine windfarms with other functions such as nature conservation and food production, but such multi-use activities are only taking off slowly. In 2017, the Ministry of Agriculture, Nature and Food commissioned a quick-scan into the possibilities for nature inclusive offshore windfarms. The current project supports the implementation of the recommendations from this quick scan, including the development of incentives in policy instruments, the start of adaptive pilots and setting up a community of practice.
