Dutch Universities expect publishers to make a serious effort to transition to Open Access. A part of recent agreement with Springer, publishing Open Access in 330 of its subscription journals is free of charge. Negotiations with Elsevier for a new contract are still ongoing.
The VSNU, Association of Dutch Universities, is currently negotiating with major publishing houses to extend subscriptions and to allow Dutch researchers to publish Open Access in these journals.
