In order to quantify nature, a nature points methodology is developed. If this method works, it wil be easier to incorporate nature into asocial cost-benefit analysis. Therefore, this method should be evaluated.
The appreciation of nature in planning projects is under the responsibility of the Ministry of EL & I. In recent years, the Planbureau voor de Leefomgeving (PBL) developed the ‘nature points methodology’ to quantify nature. The method could be a solution to better nature to be included in a social cost-benefit analysis. The Ministry of EL & I asked to evaluate this methodology. Based on this evaluation can be concluded whether and under what conditions, the system ‘nature points methodology’ will be promising.
The main conclusion of this study is:
The ‘nature points methodology’ quantifies the physical change in biodiversity, but provides no insight into the preferences of society. Nature points provide information about the quantity and quality of nature on top of a social cost-benefit analysis.
