Samenvatting

This exploratory study started with the question: what are the underlying reasons for the tensions between agricultural entrepreneurs and the government in the transition to circular agriculture? To make this broad question more specific and to make it relevant for policy the Dutch dairy farming and manure policy has been studied qualitatively. Analyses of interviews show that there are six difficult to reconcile goals for dairy farmers and policy makers regarding manure policy and practice.
