England and Wales replaced their old allocation mechanism by a new mechanism that better tunes the ground water abstractions to the availability of ground water resources. In the old mechanism, the ground water abstraction rights in particular regions exceeded the sustainable level of ground water resources. All water users were involved in the economic analyses to support the reforming process. The ultimate allocation of water resources will be based rather on politics (80%) than economics (20%).
