Uitgangspunt van governance is dat de overheid niet de enige partij is die sturend en coördinerend optreedt in de publieke ruimte. Ook andere partijen doen dat. Dit boek bespreekt een groot aantal vormen van de wisselwerking tussen de handelingen van overheden en die van andere partijen. Aan de orde komen bijvoorbeeld gebiedsprocessen, maatschappelijke zelfsturing, overheidscontrole op afstand, publiek-private samenwerking en ronde tafels en maatschappelijke dialogen. Bovendien concluderen de auteurs dat het in de praktijk vaak gaat om hybride vormen van governance, waarbij een combinatie wordt gemaakt van hiërarchische sturing en horizontale samenwerking.

De verschillende praktijkverhalen geven inzicht in de vele mogelijkheden van governance, maar ook in de weerbarstigheden daarvan. Barrières komen aan de orde waar ambtenaren, maar ook burgers en bedrijven tegenaan lopen in hun zoektocht naar andere manieren van maatschappelijke probleemoplossing. De oorzaken van deze hindernissen worden onderzocht. Daarnaast wordt uitgebreid aandacht besteed aan de mogelijke handelingsperspectieven om deze hindernissen weg te nemen.
