Biography
Cecile is a senior planning, monitoring, evaluation and learning (PMEL) advisor and evaluator with over 30 years of professional experience in international cooperation. Her expertise lies in theory-based, complexity-aware, mixed methods evaluations; strategic design (including Theories of Change); MEL system development; evidence-based adaptive programming/management; and PMEL capacity development and organisational change processes in multi-stakeholder initiatives. She has experience in various resilience oriented (food & sector) system transformation programs, by providing strategic advice on and leading strategic planning, MEL and learning/knowledge co-creation processes that support evidence-based adaptive management for sector and food system (resilience) transformation.
Cecile has led various major evaluations, including the large MFS II evaluation on organisational capacity development (58 organisational assessments). She is the lead author of two books: ‘Managing for Sustainable Development Impact. An Integrated Approach to Planning, Monitoring and Evaluation’ and ‘Making Evaluations Matter: A Practical Guide for Evaluators’. Also, she co-authored a book chapter on strategizing, planning, monitoring and evaluation for sector transformation in a sector guide. This was based on researching MEL practices in our sector programs. Two other book chapters on navigating complexity and on evidence-informed adaptive management for farmer and food systems resilience in protracted crises are forthcoming. Cecile has organised various M&E on the cutting edge conferences, including on M&E for food systems transformation.
Cecile’s experiences lie mainly in Africa (Ethiopia, Ghana, Kenya, Lesotho, Liberia, Malawi, South Africa, Uganda, Zambia), but also in Asia (India, Indonesia), Europe (Bosnia, Hungary, Serbia, Turkey), and the Caribbean (St. Lucia). She worked with a range of multi-lateral organisations, and with national and international organisations including government institutions, companies, knowledge institutes, NGOs, and civil society.
