Maatschappelijk debat naar aanleiding van het PAS-arrest en de mogelijke invloed op het natuurbeleid : Discours- en sociale media analyse naar aanleiding van het PAS-arrest

The judgment by the Council of State on 29 May 2019 on the Integrated Approach to Nitrogen (PAS) policy programme sparked a public debate about the nitrogen problem, both on social media and in the traditional media. For the Netherlands Environmental Assessment Agency (PBL) we reconstructed social discourses on the nitrogen problem and analysed the part nature plays in these discourses and what the nitrogen debate means for the support for nature policy. We found various discourses about the nitrogen debate: two nature discourses – ‘Nature first’ and ‘Flexibility in the Birds and Habitats Directives’; two agriculture discourses – ‘Prospects for farming’ and ‘Opportunities for nature-inclusive farming’; and two others – ‘Economic development first’ and ‘There is no nitrogen problem’. The discourses vary in size and their sizes differ between social media and the traditional media. They take different views of nature. Support for government policy differs; most resistance is found in the discourses ‘Nature first’ and ‘Prospects for farming’.
