Following the report of the “Onderzoeksraad voor Veiligheid” about barn fires, the Ministry of Agriculture,Nature and Food Quality has asked to investigate to what extend it is possible to separate the technical area on a farm from the compartment where the animals live. This is in line with the requirements in “Bouwbesluit 2012”. This study examined if it is possible to separate the technical area (as described in “Bouwbesluit 2012”) from the compartment where the animals live and if the proposed adjustments are feasible. The general conclusion of this study is that the obligation of separating the technical area from the compartments with animals leads to large investments which do not outweigh the limited increase in fire safety. It is recommended to approach the level of fire safety integrally and not to assess it on individual components.This provides better insight into which measure has the largest impact, so that the highest fare safety can be achieved. The fire safety conceptual framework (“Denkkader brandveiligheid”) can be used to provide insight into which measures are most effective in achieving the desired goals.
